125 years ago you had no universal healthcare, it was a fucktuple more likely to die before the age of 30, maybe because of someone with a gun, or food poisoning of unregulated products. For starting a business at least in most parts of the world you indeed needed licenses, sometimes way more ridicolous ones than  today. In Europe there were all kinds of weird toll regions. So really - this is pretty much romanticized garbage.
